Help America Vote Act (HAVA)
The Illinois HAVA State Planning Committee drafted and the Illinois State Board of Elections first adopted the Illinois State Plan as required under the Help America Vote Act of 2002 (HAVA) (Public Law 107-252) in August of 2003. Revised State Plans were adopted in 2004, 2006 and 2009.

Illinois is now in full compliance with the Help America Vote Act of 2002 and has certified to the Election Assistance Commission that it meets all Title III Requirements. The 2010 amended State Plan reflects activities that indicate compliance with the HAVA, as well as the addition of language pertaining to the Maintenance of Expenditure (MOE) and Military and Overseas Voter Empowerment Act (MOVE).
