1/27/2012 - The State Board of Elections is Relocating its Springfield Office Beginning February 10, 2012
The State Board of Elections will be relocating its Springfield office to 2329 S. MacArthur Blvd., Springfield, IL 62704-4503 beginning 1PM Friday February 10, 2012. All Springfield office telephone systems will be taken down at that time and remain inoperative until 8AM, Tuesday, February 14, 2012, at which time the Springfield office will reopen at the new location. Note: A limited number of the Board’s Chicago office telephone numbers, including the main switchboard (312-814-6440), will remain active. Additionally, the agency’s website (including the electronic filing of Campaign Disclosure reports) will remain up and running during the transition.

1/13/2012 - Campaign Disclosure -- Quarterly Report Filing Deadline – Tuesday, January 17, 2012
The filing period for the December 2011 Quarterly Report ends Tuesday, January 17th. The December 2011 Quarterly Report must include all committee activity from October 1st through December 31st. The Board must receive this report by 5:00 p.m. on Tuesday, January 17th when filing on paper or by 11:59:59 p.m. on Tuesday, January 17th when filing electronically.
This Quarterly Report must be filed by all active political committees; it must be filed regardless of whether the committee has had any activity during that period of time.
If filing on paper, reports must be postmarked by Saturday, January 14th to be considered a timely filing if received after the deadline.

1/5/2012 - A Report from the Illinois Campaign Finance Reform Task Force
The Campaign Finance Reform Task Force was established in 2010 to conduct a thorough review of the implementation of campaign finance reform legislation in the State of Illinois, and the feasibility of implementing a mechanism of campaign finance regulation that would subsidize political campaigns in exchange for voluntary adherence to specified expenditure limitations (10 ILCS 5/9-40).
The Task Force is charged with studying and reporting on the feasibility of implementing a mechanism of campaign finance regulation that would subsidize political campaigns in exchange for voluntary adherence to specified expenditure limitations.
The attached report on Public Campaign Financing and Illinois Elections (i) outlines the history and development of public campaign finance in the United States and in Illinois; (ii) examines the public policy arguments in support of and in opposition to the development and implementation of a public campaign finance system in Illinois; (iii) explains and analyzes the current state of the law with respect to public campaign finance; and (iv) offers several feasible alternatives on how a public campaign finance system might be implemented in Illinois. The report does not include a consensus recommendation regarding public financing, but rather, presents various options related to the adoption of public financing.

12/16/2011 - Press Release regarding recent Federal Court Decision on challenge to Congressional District Map
On Thursday, December 15, the State Board of Elections received notice that a three judge panel for the United States District Court for the Northern District of Illinois ruled in favor of the defendants and has dismissed the lawsuit brought by Committee for a Fair and Balanced Map, et al. v. Illinois State Board of Elections, et al., No. 11-c-5065. It is not known whether the Plaintiffs intend to appeal or seek reconsideration of this decision. The Board however, wishes to inform candidates for the office of Representative in the United States Congress that the dates previously established by Court Order are still in effect and are as follows:
• Friday, December 23, 2011, 8:00 a.m.: First day to file for candidates seeking the office of Representative in the U.S. Congress
• Tuesday, December 27, 2011, 5:00 p.m.: Last day to file for candidates seeking the office of Representative in the U.S. Congress (Please note that the Board offices will be closed on December 24th, 25th and 26th in observance of the Christmas Holiday.)
• Wednesday, January 4, 2012, 1:00 p.m.: Last day for filing objections to the nominating petitions of candidates who have filed for the office of Representative in the U.S. Congress.
• Tuesday, January 17, 2012: Last day for the State Board of Elections to certify the names of Congressional candidates to the county clerks.

Today the State Board if Elections is announcing that pursuant to the attached Order of the United States District Court for the Northern District of Illinois in the matter of Committee for a Fair and Balanced Map, et al. v. Illinois State Board of Elections, et al., No. 11-c-5065, the filing deadlines related to the office of the United States House of Representatives have been modified as follows:

The State Board of Elections posted an interactive map featuring the newly drawn Congressional, Legislative, and Representative district boundaries on the Board’s website. These maps depict the district boundaries enacted pursuant to Public Act 97-0014 and Public Act 97-0006 respectively, superimposed upon satellite imagery.

9/7/2011 - The Optical Scan Manual of Instructions for 2012
This manual has been written for OPTICAL SCAN voting and applies only to those jurisdictions which use “in-precinct” vote tabulation systems. The manual may be duplicated or sections may be rewritten to conform to local specifications. Any manual that has been modified must be consistent with the Illinois Election Code and submitted to the State Board of Elections for approval prior to distribution. [10 ILCS 5/1A 8 (3)]

5/24/2011 - One-time Amnesty – 2011 March Quarterly Report
Beginning January 1, 2011, Political Committees were required to file a Quarterly Report covering the reporting period of January 1, 2011 through March 31, 2011. This Report was due no later than April 15, 2011. As of this posting, numerous Committees have failed to do so. In light of the fact that this is the first instance of reporting on a quarterly basis and the large number of non-filings, the SBE has decided to grant a one-time only amnesty to any political committee that files this report with the SBE on or before JUNE 11, 2011. Specifically, if the Quarterly Report is filed and received by the SBE on or before JUNE 11, 2011, that committee will not be assessed a civil penalty. However, if this Quarterly Report is not filed by June 11, 2011, a Complaint will be filed against the Committee, and civil penalties of up to $5,000 may be assessed as a result of the failure to file. In addition, if the Quarterly Report is filed after June 11, 2011, it will be assessed a civil penalty accruing from the original deadline of April 15.
We understand that the filing of this Quarterly Report represented a major change in the reporting and filing schedule for political committees, which is primarily why the SBE is granting this one-time only amnesty. If your political committee has not yet filed its Quarterly Report, please take advantage of this amnesty by filing such report immediately.

5/6/2011 - Submitter Search is Now Available
If the person submitting a Quarterly Report, a Schedule A-1, or a Final Report, on behalf of a committee, is someone other than the Chairman or Treasurer, that person must be identified by name and address as having submitted the report. This Search allows you to enter a name and/or address and determine what disclosure reports have been submitted by that person.

4/12/2011 - Changes to the Business Registration (BEREP) rule, Title 26, Part 100.180
The State Board of Elections has proposed changes to the Business Registration (BEREP) rule, Title 26, Part 100.180. This rulemaking provides a mechanism for business entities that do not have existing State contracts or pending bids on State contracts, and that have met all time requirements to update business information, to include, on their registration, the fact that they are currently inactive. This amended language was sent to the Index Department of the Office of the Secretary of State for publication in the Illinois Register. 1/27/2011 - Cutoff Date to File Using IDIS 1.2 – February 7, 2011
Beginning February 7, 2011, political committees can no longer electronically file ANY campaign disclosure reports using the old IDIS 1.2 filing software. Any electronic filings from February 7th forward may ONLY be accomplished using IDIS 2.0. The new program, IDIS 2.0, may be downloaded from this website.

1/26/2011 - Campaign Disclosure Report Filing Software Vendors
The server that accepts .pdp filings using old Vendor software will be de-implemented Monday, February 7, 2011. Therefore, if your updated program has not been tested and approved, the only option for your clients will be to use IDIS 2.0 until such time as your program has been tested by and has received approval from the State Board of Elections.

1/12/2011 - New Schedule A-1 Filing Requirement
A political committee that receives a contribution of $1,000 or more starting January 1, 2011, will need to file a Schedule A-1 within 5 business days of receipt of the contribution. If the committee is participating in the election and the contribution is received within the 30 day period proceeding an election a Schedule A-1 must be filed within 2 business days.

10/25/2010 - Important Information for Military and Overseas Voters!

10/25/2010 - Consent Decree with the Department of Justice
The State Board of Elections, in its capacity as the Chief Election Official, has entered into an agreement with the Department of Justice to enforce provisions of the Uniformed and Overseas Citizens Absentee Voting Act (UOCAVA) and the Military and Overseas Voter Empowerment Act (MOVE) to ensure that all military personnel and U.S. citizens living overseas will have their absentee ballots counted for the November 2, 2010 General Election.

10/15/2010 - Military Ballots
Please be advised that according to the Illinois Election Code, military and overseas ballots postmarked by midnight, November 1, can be counted up to 14 days following the election. “10 ILCS 5/20-2 Ballots voted under this Section must be returned postmarked no later than midnight preceding election day and received for counting at the central ballot counting location of the election authority during the period for counting provisional ballots, the last day of which is the 14th day following election day.”

10/6/2010 - Absentee Voting
Absentee voting for the November 2, 2010 General Election is currently underway in Illinois. Recent changes in state law have eliminated both the requirement that voters specify a reason why they must vote absentee and that the application for an absentee ballot be on a form provided by the appropriate Election Authority. As a result, any qualified elector in Illinois who is properly registered may vote by absentee ballot (military personnel, their spouses and dependants, and overseas non-resident civilians may vote absentee without prior registration). 8/31/2010 - Illinois Military and Overseas Voter Empowerment (MOVE)
The MOVE site will enable you to set up a MOVE account to register to vote and request absentee ballots for upcoming Federal Elections. This site was designed to help ease the burden of members of the Uniformed Services (and their eligible dependents) and overseas voters in requesting a voter registration and an absentee ballot application. 7/15/2010 - Changes to 2010 Election Calendar Due to Recent Legislation
The 2010 Election Calendar has been amended due to recently enacted legislation, Public Act 96-1008 (Senate Bill 3012), effective July 6. This legislation alters the time period for petition filing (both candidate and referenda), withdrawals, filling vacancies, objections, ballot certification, and the submission of public questions. In each instance, the new dates are moved to an earlier point in the calendar by 1 or more weeks than previously published.

6/30/2010 - Natural Person Independent Expenditure Disclosure
A natural person who makes an independent expenditure supporting or opposing a public official or candidate that, alone or in combination with any other independent expenditure made by that natural person supporting or opposing that public official or candidate during any 12-month period, equals an aggregate value of at least $3,000 must file a written disclosure with the State Board of Elections within 2 business days after making any expenditure that results in the natural person meeting or exceeding the $3,000 threshold. Each disclosure must identify the natural person, the public official or candidate supported or opposed, the date, amount, and nature of each independent expenditure, and the natural person’s occupation and employer.

5/20/2010 - Public Hearings on proposed Campaign Finance Reform Rulemaking
The State Board of Elections will conduct public hearings on a proposed administrative rule amending Title 26, Part 100 and Part 125. These amendments implement changes to the Campaign Finance Act resulting from the passage of Public Act 96-832.
The public hearings will take place at the same time as the Special Board Meetings on Wednesday, June 2, 2010 at the DeKalb County Legislative Center, 200 North Main Street, Room 100, Sycamore, Illinois and Thursday, June 3, 2010 at the Madison County Board Office, 157 North Main Street, Suite 203, Edwardsville, Illinois. The hearings are scheduled to begin at 1:00 p.m. and will last a minimum of one hour in both locations.
Comments will be accepted at both Board Meeting locations or may be submitted in writing to the Board’s General Counsel, Steve Sandvoss, at 1020 South Spring Street, Springfield, IL 62704.

5/6/2010 - Important Changes to Illinois Disclosure (effective July 1, 2010)
Provides an outline of disclosure law changes from Public Act 96-0832 affecting all political committees in Illinois. The brochure describes provisions taking effect on July 1 including new committee designations and filing requirements as well as new definitions for electioneering communication and independent expenditures. Additional changes, including contribution limits, will become effective in 2011 and will be discussed in detail in a later brochure.

4/28/2010 - Proposed Campaign Finance Reform Rulemaking
This Rulemaking amends Title 26, Parts 100, 125 and 210. These amendments implement changes to the Campaign Finance Act resulting from the passage of Public Act 96-832.
A public hearing will take place at the Board’s May monthly meeting to be held on Monday, May 17, 2010 in Springfield and Chicago. The meeting is scheduled to begin at 10:30 a.m. at the Board’s Springfield office located at 1020 South Spring Street, Springfield, IL and will be linked via video conference with the Chicago office in Room 14-100 of the James R. Thompson Center located at 100 West Randolph Street, Chicago, Illinois. Please check the SBE website periodically for the scheduling of additional public hearings.

4/28/2010 - Attention Objectors And Candidates
The initial meeting of the Illinois State Officers Electoral Board (SOEB) will take place on May 3rd, 2010 at 3:30 P.M. The meeting will be held in Room 9-040 in the James R. Thompson Center, 100 W. Randolph in Chicago. The meeting can also be attended in the Springfield Office of the State Board of Elections at 1020 S. Spring St. The meeting will be connected via videoconference. The purpose of the initial meeting of the SOEB is to call the cases, accept appearances of the parties, adopt the Rules of Procedure and appoint the hearing officers who will preside over the cases. The parties must attend this first meeting or their cases may be dismissed (objectors) or their petitions may be disqualified (candidates). Case management conferences between the parties and their assigned hearing officers will take place at the conclusion of the meeting of the SOEB. The Rules of Procedure, the Hearing Officer List, and the docket of cases will be posted following the initial meeting.
